I have never heard anyone naturally refer to the states as “the California” or “the Delaware,” which is what would be required to render it as “the California’s mayor” or “the Delaware’s mayor.”

Except “the” is not for the state’s name. It is for “governor”. It’s basic English stuff. As I already explained in the very first post on the subject. Did you miss it?

Or if you prefer, staying with the subject, “the Ohio’s governor’s race”. What is “the” for? “ohio”, “governor” or “race”?

Once again: basic English. I really don’t think the vast majority of native English speakers would find the sentence “Who is the California’s governor” idiomatic. I mean, I have an English degree and I worked for a spell in copy editing. That said, I’m pretty permissive and interested in non-standard English dialects. But I’m just not aware of this one, which is why I ask what dialect you speak.
