Can an executor have access to Social Servies investigation records?

This is something that probably varies from state to state, but I wouldn’t mind getting an informed opinion on what to look for.

My mother was the subject of an investigation by Social Services on her living conditions. Basically, nothing came out of it that wasn’t already known (her house needed some repairs) but there was an extensive laundry list of recommendations which, all told, would have amounted to practically rebuilding the house. (And Social Services somehow forgot to send a check to pay for all the repairs.)

Anyway. . . .

She died pretty shortly after this investigation (cancer, nine days after a diagnosis), so it became pretty irrelevant, and I am the executor of her estate.

The GQ: As her executor, do I have a legal right to ask for the records (interviews, financial subpoenas, etc.) of the investigation?

Why?
Social Security is a Federal program; the rules should be the same all over the USA.

Social Services, however, is a state program.

As her executor, I think you would be entitled to get whatever she was entitled to get. YMMV, I am probably not licensed in your state, yadda, yadda, yadda.
