What is Article 13, and what is its impact going to be on the Internet? And will it apply to the UK after Brexit?

It outlawed slavery, both within the United States and it’s territories.

As far as I can see, it has no special effect on the Internet. Nor does it have any effect on the UK, which outlawed slavery earlier, and Brexit is not affected either. This seems like a non sequitur.
