Those are London taxis in the background, though I can’t narrow the location down more than that.
More usefully, perhaps, that’s the Channel 4 logo in the bottom lefthand corner.
That’s strange - a few days ago, the Snopes link showed the very picture you linked to and attributed it to Wenner. When I reloaded the link just now, the pictures are all different and that one isn’t there anymore.
