Can you make anything interesting with flour and water?

Agreed, fat (lard usually) makes them tortillas as opposed to some generic flatbread. But there’s no reason the tortillas would get crunchy without the fat. That’s would only happen if you overcook it. Cook it correctly and it should be pliable and tasty for a bit until it dries out. Even if it dries, you could probably steam it and get something good.
