Can you recognize this organized crime movie?

I do volunteer work for a local thrift store doing pickups of donations and delivery of heavy items. While assisting on one of these jobs (delivering a nice, new-to-her fridge), I was able to catch a few minutes of a show that I didn’t recognize and seemed kind of interesting. I think it’s a movie and not a weekly show but I can’t be certain of that. It’s certainly not one that I know. I’ve already checked the TV listing that are available to me and nothing seemed right. She could have been watching off a satellite feed or it might have been a DVD. I just don’t know.

The prosecutor was trying to crack open an organized crime ring by getting one or more of the members to testify. Any time he got one of them onto the witness stand though, they would either dance around the question or just refuse to answer on 5th amendment grounds. The prosecutor had an idea for a possible workaround though. Basically, in his opinion, he could force the witness to accept immunity from prosecution regardless or whether they wanted it or not. With (unwanted) immunity, the witness could admit to being a mass murderer and nothing they said, short of perjury, could possibly lead to any charges against them. Their associates are another matter. Because of this, in the prosecutor’s opinion, the 5th amendment no longer applied and the witness could not refuse to answer on those grounds. If they still refused to answer than that’s contempt of court and they could be held indefinitely until they complied.

Judging by the cars I saw on the road and the style of suits worn by the actors, I’d guess that the movie was set somewhere around 1970, give or take a few years. Production values seemed OK and I would guess a production date of no earlier than the mid nineties.

Does any of this sound familiar to you?

I assume you didn’t catch any names or recognize any faces. Did you happen to catch even a line or two of dialogue?
I’m also assuming that it wasn’t something you’d recognize right away like The Godfather or Goodfellas or The Sopranos or any of the other common mafia movies/shows…I guess I’m also assuming it’s mafia but you didn’t actually mention that. Did the defendants appear to be Italian?

There’s so many mafia movies, but if you add the term RICO to your searches, it might narrow it down a bit. RICO tended to pop up in a lot of the mafia cases and granting someone immunity and witness protection might be about all you could do to get them rat on someone else.

I’m kind of pissed at myself for not recognizing John Turturro. I’m usually pretty good at IDing voices even if I can’t recognize the face.
