Canada's first maple leaf flag, missing 40 years, turns up...in Belgium.

Would any other country’s government lose track of their historic first new flag to fly over their capitol/seat of parliament?

Well, if it’s any consolation, it is believed that the Charter to my College (William & Mary, one of the oldest in the US – founded 1693) somehow ended up misfiled in the National Archives in St. Petersburg, Russia. Its a long story.

These things happen I guess.
