Cartoon with a villain who thinks he controls the sun?

I can remember when I was little (late 80s, early 90s, I guess) my grandparents had several tapes of things I’d watch when I went over to stay. There was one particular cartoon (may have been anime) that I recall featured dragons in some way. The best identifier is the climax;

The villain believes he controls the sun, but the hero reminds him that the sun in the sky is eight minutes behind where it actually is.

There were dragons in some capacity, and I seem to recall a scene with dice falling, and that’s about it. I seem to recall I liked it (though we only had the last half) and I’d like to know what it was I was watching. Does the brief description help anyone?

The Flight of Dragons. At the climax of this story, the villainous Ommadon gestures toward the sun and threatens to snatch it out of the sky. The hero, Peter Dickenson, points out that the sun is no longer there, for the reason that you mentioned.

Wow, thanks. That looks like it. The “merging with a dragon” sounds awfully familiar, and the date of the film put it on track for being on TV in the late 80s.

Wasn’t this cartoon based on “The Dragon and the George?”

It was based on two books: The Dragon and the George and The Flight of the Dragons. The latter was used primarily to explain how dragons live and fly.
