To answer the OP, it is for the convenience of Cecil. While the Perfect Master may sometimes wish to bask in the adulation of the Teeming Millions in his very own forum of CCC, he does not wish to be concern himself with the inevitable gripes, nitpicks, and invective that Staff Reports are inevitably subject to in CSR.
… and, as Colibri remarked, Cecil His Own Self often looks into CoCC but rarely into CoSR.
Staff Reports appear only on the website and so can be amended. From time to time, that’s happened, when new information arises. Hence, the two forums are handled separately.
Heh. I remember when there were only two forums: “Comments on Cecil’s Columns”; and “General Questions”, which was for everything else. MPSIMS was a thread.
