Yes. Surprised this one took so long.
Sam Waterston played a pretty good smartass in that. Got a couple good rants from David Doyle too, of all people. Early roles from Barbara Bosson and James Sikking, who would both be on Hill Street Blues.
In high school while rock-climbing, I may have been known to sort of pretend I was Sam Waterson and Id play his monologue in my head.
Pretty much every B, C & D rated films ever had this line in it. You could make a full-length feature with just “Seize Them” clips. Sorry, couldn’t resist a favorite movie line - we use it all the time when watching cop shows.
I thought maybe you wanted The Wizard of Oz, but I see from Googling that it has a much more complex and varied provenance than that.
After an auto accident:

Yep! Fun film. Weird, but has a lot of fans. I knew a guy who named his Yacht “Risuli” thanks to this movie.
