Changing light bulb in commercial cooler unit

I feel like an an idiot even asking this

I have a Beverage Air MT-49 commercial cooler unit,

The horizontal bulb on the inside has burnt out, it is in a plastic sleeve and seems to be locked into the ends (ballasts?)

I can’t for the life of me figure out how to unlock it, the flourescent bulb doesn’t spin or anything. And it doesn’t slide to either end.

Any advice would be appreciated

It is supposed to turn like any other fluorescent bulb. From here:

Yeah definently is not happening with this one, maybe the tube melted to the ends
