The spots are probably grease stains. Hot water alone isn’t going remove them, you’ll need a grease dissolver.
I’ve had good luck with Goo-Gone One of the few things I remember from chem class is that lipids dissolve lipids. I just spray it on, let set a few minutes and wash as usual.
Check the Chap-stick website . I know Crayon has a section about removing crayon from various items. Maybe chap-stick does, too.

I have found “Un-Du” to be the easy solution to this specific problem, as well as many other clothing stains. Available online and at better craft stores.
