Closures and cancellations: conditions necessary to end these?

Because of the coronavirus, schools, bars, restaurants, and many workplaces, etc. are closed. Sports events are cancelled or postponed indefinitely. Colleges and universities are not holding in-person classes, but some are holding online classes. Las Vegas casinos are closing, and the Kentucky Derby has been postponed–possibly until September. States of emergency have been declared by governments in various states, provinces, and countries; along with orders to close and cancel many things.

My question: what conditions must be met in order to allow re-openings, and cancel–well, cancellations? What must happen in order for governments to allow businesses to re-open, sports events to take place, and so on?

Would it be a levelling-off of current cases, a designated period of time with no new cases, the number of recoveries outstripping the number of new or existing cases, a breakthrough in research, or something else entirely?

Any ideas?

My guess is a week of daily drops in the number of new infections would get the populace itching to get on with their lives. Probably sometime early in the second week would do it.
