I am a bit of a germaphobe, so I’d rather people stay clothed and don’t rub their fluids on me on crowded situations. It would also make BO worse for some people for whom hygiene is not a priority.
That being said, nudity is legal in Spain. About a decade ago I was with my family, strolling down Las Ramblas in Barcelona when I caught something with the corner of my eye. I turned around and this is what I saw (yeah, I always carry a camera, seriously).
I thought the guy was nuts, but later found out that he was a French scholar testing how much the authorities respected the right to go naked in Spain, and Spaniards’ attitudes towards public nudity. He walked all over Spain, and said he was not harassed neither by the police, nor by the public. The most common reaction was amusement, or eye-rolling accompanied by an occasional “¡viva España!”.
So, viva España.

How does it make harassment easier?
Actually, not so much. They passed a temporary law banning it but then voted to not maintain the law when it expired.
Pretty much the whole state is clothing optional. There is no state law about appearing nude in public and I am not aware of any municipal laws banning nudity. I know for a fact that it is legal in the capitol, Montpelier. Oddly enough though, you need to disrobe in private. You can go naked, but no disrobing in public.
You want to come up and run around in your birthday suit, come on up! Though you may want to wait until next summer now.

Sadly, in 2011 my jerk of a Supervisor, Scott Weiner (now my State Assemblyman, unfortunately) successfully campaigned to make it illegal. Just one more on my long list of reasons why I will never vote for him.
I personally would love it if the whole country was clothing optional, and think it would make women less subject to harassment, since men would be getting an eyeful all the time anyway.
In supporting the freedom of public nudity, my motive is not that I hope to see naked beautiful people that turn me on. That is not my motivation.
I support it because our unclothed bodies are simply who we are and no one should be shocked or embarrassed or ashamed either to see the human body or be seen (if he or she so prefers). I want people to become accustomed to seeing all kinds of actual human body shapes and features.
I believe that this would also have some effect in disarming indecent exposure as a form of sexual assault. If it’s not shocking, then it shouldn’t harm anyone.
