Destro, easily. He is, after all, the guy who executed a perfectly-precise invasion of Cobra Island, set Cobra Commander and Serpentor against each other, rescued the Baroness, and got away scot-free… all without firing a shot. And this was just a training exercise for his troops!
Nothing Cobra Commander nor Serpentor has ever done could compare to that level of leadership.

Now, at first, I must admit that I was leaning towards Cobra Commander. I remember him the best. He did a repeatedly get his ass kicked by G.I Joe, but he always came back for more. Die hard or stupid? Could go either way. He was whiny though. You would think that after getting his nuts handed to himself time and time again that he would have accepted his position in the cosmic ballet that was G.I Joe. Nope, every week, he was back again, and just as surprised. Really, one would think that “Memento” was based on Cobra Commanders life.
Destro though has way too much going for him. Yeah he got whuped regularly, but he took it with flair. Plus the shiny, bald dome made him look like an evil Telly Savalas. And of course, with Destro came the Baroness, as was mentioned. The silver head, it’s a hit with the ladies. and if nothing else, he got mad, not pissy, like some other commanders previously mentioned.
IMHO, I have to give it to Destro, the only commander with a head that could survive re-entry.
Yeah, the cartoon Cobra Commander turned out to be…
…a mutated snake-guy from a lost civilization in the Himalayas, or Antarctica, or something.
Which, y’know, I thought was kind of strangely endearing, somehow. Probably because it was just so over the top.
You couldn’t beat that voice, though.
However, I believe you’d have to give Serpentor…I think the young people call it “mad props”…for conquering Washington D.C., and using the Lincoln Memorial as a throneroom. Really, who of us haven’t dreamed of doing just that?
Though he did lose the city after neglecting the logistics angle. Ah, well.
I heard the recent G.I. Joe comics by Devil’s Due retold Cobra Commander’s origin, or updated it in the “Ultimate” sense. Can anyone spoil that for me?

I barely remember G.I. Joe since I was a toddler during the heyday of action-adventure cartoon commercials but I remember always thinking Destro was cool and Cobra Commander was a dolt. I don’t remember Serpentor at all although, looking at his picture, he reminds me of that snake god dude from the Conan-esque cartoon from the early to mid-nineties.
Anyone know the show I’m talking about? My IMDb skills are lacking.
Oh, and Destro was, by far, the best. I’m only going by the cartoons, since i never really read the comic book, but Cobra Commander had the dumbest ideas. Lure all the Joes into a fake funhouse? Hello? Just lure them into a large warehouse then blow it up with all those damn missles you have!!!
Maaaaaybe. I googled the villain from the show and found this image and while Zula looks familiar, none of the other characters do. And Wrath-Amon’s a skeleton in those pictures, not a snake.
I also seem to remember some sort of Native American type character as well as a woman warrior and a third shaman type that aren’t on that page at all.
My vote’s on Serpentor, though he actually falls 3rd on my list of the three of them, in order of who I like.
The thing is Cobra Commander used to seem pretty badass- sure, he got foiled all the time, but he was still THE enemy of G.I.Joe, and THEY took him seriously. But then Serpentor came along, and CC ended up grovelling and snivelling all the time, which lost him some serious points.
As a rogue, Destro was the coolest, with his own little gang, but let’s face it- I don’t think he was EVER successful. Yeahg, ultimately NONE of them really were, but at least the other two were “in charge” and unsuccessful- Destro wasn’t.
Okay, then…howzabout Major Blu-STOP THROWING THINGS AT ME!
Really, I’d go with the Commander (comic book version). What kind of sang froid (sp?) does this guy have to be willing to wear a helmet lined with plastic explosive?
