Are newer versions free, or must I buy them?
Depends on what Windows OS you have. Generally, they are free. But if you have Windows XP, you can’t get the newest version, only security updates and the like.
Browsers are mostly free.

Seriously though, toss IE cuz it sucks (in my opinion). Get Mozilla Firefox or Google Chrome.

Yeah. IE is free, but comes at a price.
IE is fine, as long as it’s one of the newer versions.
I prefer Chrome or Safari though, mostly for the ton of addons they offer, and some default behaviors that I’m now used to.
