AFTER the BIOS screen? You mean where it would usually say, “Starting Windows 98”? Have you tried opening logo.sys in MSPAINT to see if it is, in fact, the regular logo? Otherwise I’m guessing it is a setting in the registry or in the config.sys or some other one…
If you are just talking about the manufacturer’s boot screen that should be able to be changed in the BIOS settings itself. I just diddled with that myself on a Gateway (blasted things).

Download and install Tweak UI.
It’s a great little app that should be included on all MS OS platforms but isn’t.
To turn of the ‘splash screen’, open Tweak UI from the control panel and click the tab named ‘boot’. In that tab, uncheck the line that says, ‘Display Splashscreen While Booting’.
