I never went to my prom, but i daresay that it would not have been surprising to see a bowlful of condoms on the way out.
I wasn’t aware that this was a Great Debate. Oh well. What is the function of schools in our society? They are places for children to learn basic skills such as math, reading, and writing. Ideally they’re places where children learn how to think critically for themselves. They are not places where condoms need to be distributed.
