I can’t find anything about this in local media (I live near R’dam).
The only Dutch link I can find goes to a article from 2018 on a Belgian news site.

The Belgian article mentions this would be a proposed pilot.

Given that this is the first I’ve heard of it, I think this is a case of journo’s playing telephone. (I’m also 100% sure the pilot didn’t get greenlighted)

My guess, the brass knew about this guy for some time and told the partner to shut up about it. He needs to step and comment for his own sake.

My guess would be (not-unhinged) buddy figured he’d lose even more face if he decided to just up and cart unhinged buddy away.

Well, technically, being on drugs is a medical condition.

Medical condition or otherwise (drugs), if the partner didn’t know it was going on, as soon as it was pointed out, I’m surprised he didn’t even seem to acknowledge it.

If it was something the partner knew about (drugs), he could have feigned concern and acted like it was an actual medical event. They could have taken a lot of the heat off themselves had he said “What’s going on? Let’s get you back out to the car and call EMS”
That’s the only thing I can think of. That the cop was high and he was trying to cover by acting like everything was totally normal. Especially if he’s going to get in trouble as well. But even that doesn’t quite seem right. If the cop was, in fact, high, the other cop should have just had him wait in the car and hope it wears off soon. He certainly wasn’t helping anything by acting like that.

The partner would not even turn his head to look at him. He knew what was happening.

That’s why I was mostly ruling out an actual medical event. I assume the cop was high and the other cop was ignoring it. However, the fact that he ignored it instead of getting him out of that situation makes me think he not only knew about it but might get in trouble as well. Maybe he (the ‘sober’ one) is going to be on camera stealing the drugs from somewhere or maybe he’ll also fail a drug test. I don’t know, but to me, him not even acknowledging it was what really caught my attention.

Maybe it’s completely the opposite. I’d be happy if we found out the sober cop had been complaining about this guy always being high and always stealing all the drugs and it’s been ignored over and over so he finally decided to stop covering for him to force everyone to deal with the situation.
Probably not, but maybe.

Why do cops make such lousy criminals? You think they’d be great at it.

You only hear about the lousy ones. The good ones don’t get caught.

Then there are a ton of cop-criminals out there. My town’s police chief did a couple years for selling guns he’d confiscated as well as ammunition meant for training. Another cop locally was caught selling drugs he’d confiscated. And now this guy.

In the last local election our, then current, mayor was not running for re-election. After the election was over and the new mayor was chosen, he (the then still sitting mayor) filed a complaint against the new/soon-to-be mayor for some minor campaign issue, really minor, like yard signs were left up too long or something. However, he filed the complaint under the name “John Doe”, signed it John Doe and then used the city clerk’s notary stamp to notarize it.

The state charged him and he did a month in jail for “Attempt to Falsely Act as Public Official”.

It looks like these piece of shit motherfuckers are about to face the music.

Peaceful protest against the police tends to attract pro-police gangs who cause things to become unpeaceful. If the gangs fail to show up, the police themselves tend to find ways to make things go south (“You looked at me, right in the eyes, ARRRRGH!”). “We” may well be able to do that, but the choice is not up to us.
