I’ve been a soldier and had to operate under such rules, against potential adversaries who definitely had weapons, since they were big enough that they certainly couldn’t be concealed in a hoodie or waistband. Maybe that is demanding too much courage of people. But, at least LEOs who don’t have the gumption to operate thusly can resign. Soldiers who decide to quit their job before their contract is up go to prison.
EVERY time this crops up, the cop “felt threatened”. People who are frightened, all the time, of everything, probably shouldn’t be carrying guns around all the time and certainly shouldn’t be confronting anyone. Perhaps we just need to hire tougher cops. People who aren’t scared all the time.

The video can be seen here. It’s a long video, but the first few minutes show the initial interaction where he’s being pulled out of the car for no apparent reason.
The cops involved are part of a crime unit task force, not traffic cops, and they are looking for crime by pulling people over apparently without any real reason other than a fishing expedition. It’s high crime area, but as is pointed out in the article, most people who live in high crime areas aren’t criminals.
It’s obvious that they were treating him as a suspect. The frisk is illegal because there was no probable cause to indicate he was armed or dangerous.
As we’ve seen, cops don’t even need to be afraid to open fire. Mild annoyance with a chihuahua is enough.
A woman was arrested and her daughter put into child protective services custody for 12 hours because the mother got into a dispute with a Frontier Airlines flight attendant who refused to clean up vomit on their seats that had been left from the previous flight. The mother demanded to be moved, the flight attendant told her it wasn’t her (the flight attendant’s) job to clean the plane, and the mother would have to clean the seat or be escorted off the plane. When the mother objected, she was arrested.
