Cook County Assessor's Office Should Be Fired, Banished to Wilderness

I agree - not saying they aren’t incompetent or that you will win or whatever, but I think you had a reaction to the words “non cooperative” that wasn’t intended. I’m 99.99% certain that this is a description of the property.

I have a somewhat similar story, though mine ended happier.

When I bought my house, the county assessor had it assessed at over twice what I paid for it. The house was originally sold right at the end of the housing boom when prices were sky high. I got it after the bust.

So I contact the assessors office to get it changed. The person at the assessors office tells me I need to do paperwork. I say ok. So they send me the paperwork. I fill it out and send it in. A little while later, I get multiple calls from the assessors office. Every call they add on something that I need to do to have the value reassessed. I need to send in proof of residence, proof of purchase, proof for the existance (or non depending on your bent) of god, have to attend a hearing, etc.

I just kept on saying “Ok, I’ll do that.” to everything the assessors office wanted.

A little while later I got a letter in the mail from the assessors office stating that they had reassessed my house and I got ~90% of what I wanted even though I never did anything outside of talk to them. The letter included the steps to set up a hearing if I wanted to fight over the last 10% or so. I didn’t bother.

This is where it gets funny.

I told my Dad about my little adventure with the assessor. It was obvious that the assessor was trying to make the process so cumbersome that people would give up. The city was having a huge budget issue as the city wrote the budgets counting on all the new tax revenue from the new housing that suddenly went bust.

Dad, being the kind of guy he is, wrote the state Senators and a bunch of other people about my little trip down the rabbit hole. Dad got a reply from a Senator. In the reply the Senator basically said “Yeah, the assessors office did the exact same thing to me. Sucks, don’t it?”.

One of the past times I dealt with the county tax collector I was required to produce a death certificate. Death certificates were at the next window over and cost 21 dollars. Bastards.

Just joined Straight dope and posting to keep this thread active. After THREE YEARS I’m STILL trying to prove to Cook County I live in my own freaking house to get COE (certificate of error) and property tax refund. The county owes me over $1500.

Submitted application for Homeowners Exemption every year for tax years 2013, 2014, 2015. All denied because I had an Indiana drivers license (needed to keep as tied to car registration + auto loan originated in Indiana). Cook County never sent me any denial letter, or denial reason. Wasn’t until April 2016, after I went into the courthouse with resident affidavits and phone bills going back THREE YEARS, when they finally tell me I was denied for exemption because of the old Indiana Driver’s License. Applied for COE the same day in the courthouse, with my current Illinois Driver’s license, for the three past tax years of overpaying. THAT WAS SIX MONTHS AGO.

Today, my application hasn’t even made it past “Stage 1” where they verify/approve my COE application. Apparently there’s FOUR STAGES before getting a refund check. SERIOUSLY???

Every time the assessor gives me a different story of how long COE refunds take - “8 weeks” …“3-6 months”… and now they’re telling me up to 9 months. I’ve never paid property tax bills late. EVER.

WHAT. THE. FUCK.

Take your beef to your alderman and ask for guidance. Note: Be sure you are registered to vote first. Aldermen used to check the voter rolls for people showing up on “Confession Night”. Not sure what the practice is today.

You may also want to hire an attorney who has experience dealing with The County.

Isn’t Cook County broke?

This doesn’t make sense. People move across state lines with auto loans all the time, and they don’t need to keep their old plates and license until it’s paid off.

Translation: insurance is waaaaaaay cheaper in Indiana.

True, but I had a co-registrant living in Indiana who was also on the auto loan. It was like trying to unscramble an egg. The bigger issue isn’t that they denied my homeowners exemption, but they never gave me a denial reason until I threw a shitfit in the courthouse.

The big question is whether or not the insurance is cheaper enough to cover the increased cost of property taxes due to the lack of Homeowners Exemption?

The secondary question is would your auto insurance rates increase if they were made aware that you resided in, and the vehicle was principally garaged and operated in, Chicago.

The tertiary question is, the more you complain to Cook County, will they want to fine you for (admittedly) owning and operating a motor vehicle as a resident of Illinois that is not registered in Illinois (you typically have something like 30 days after establishing residence to register your vehicles).

Your cheapest option may be to just to kiss that $1500 good-bye.

Wow, all this time I thought Chicago was a shining example of honesty in government. Maybe I’m thinking of Cleveland, I always get those two confused.

Big question - No, the property tax overpayments are $500+ per year, insurance is $20 more per month (still a 30% hike).

2nd question- probably, but irrelevant. switched registration/license over last year soon as auto loan was paid off.

3rd question (if that was a question) - No. What your talking about is Department of motor vehicles, not Cook County Assessor.

Six months ago, I submitted everything they asked for in person at the courthouse proving my residency (and thus, overpayments) for the past three tax years. Why would kissing my hard earned money goodbye be cheaper?
