I lived “downtown” for 9 years and during those years watched my neighbourhood decline into a crackhead-infested shithole. It’s heartbreaking. There was a woman you’d see around, nicknamed “Crackhead Carol”, who was a little nutty but harmless. I didn’t know her but she would sometimes smile at my dog and I when we were out walking. Long story short, in July 2009, in broad daylight 2 houses up from the main street, she was attacked and put into a coma by a known offender. I moved away from downtown shortly after this happened and do not know how she is currently doing, only that she survived and is still recovering from her injuries.
Now read this recent article:

I’m confused by the statement that “McDonald was under surveillance by Guelph police for the murder of a Guelph woman when the attack in Barrie took place.” Never mind the Barrie police allowing him to go behind the house with “Crackhead Carol,” why hadn’t the Guelph police already arrested him?
I haven’t looked into the case at all, but there’s no requirement of probable cause to have someone under surveillance. To arrest a person, on the other hand, you must have probable cause.
Indeed. But the article says that he’s now facing trial for the prior murder and rape. So where did that evidence come from? Was it obtained before the later assault?
May 27, 2008 Corrine Burns found dead in Guelph ON. Police suspect Christopher David McDonald, and place him under surveillance. He is not arrested, presumably because they were wanting to gather more evidence.

So yes, the police could have been more diligent, but it’s probably not that easy to follow someone 24/7 and never lose track of him.
Well, after he was caught red-handed and pants down at the assault, it was probably too late to let him go to continue to collect evidence buy secretly placing him under surveillance. So yes, at that point the murder charges were laid.
Plus, they are using both charges as a primary reason to get him declared a dangerous offender, which would mean life with no parole, ever, ever, ever.
That would mean they had enough evidence to proceed with a murder charge at the time of the later assault, and therefore could have picked him up earlier.
What an unfortunate coincidence that the police just happened to lose sight of him right after he picked up a known brain damaged hooker, and it sure was convenient that they stayed nearby to arrest him in the act after he damn near killed her.
I really hope that a loved one of Carol’s reads that article and sues the asses off those cops for negligence or something. I mean really, they WATCHED him go behind that house and out of sight with her? WTF? Nice surveillence, fucktards.
This is the same police force that treated my friend’s disappearence with total indifference until her dismembered remains were found on opposite sides of the city. Google “Alexandra Flanaghan” if you’re curious. Her family hadn’t heard from her in 5 days and when her mom checked her apartment her cats were meowing and hungry. Alex LOVED her cats and would never abandon them. When her mom went to the cops they said “She is a grown woman, she doesn’t need to check in with anybody.” Another cop told Alex’s friend pretty much that as far as he’s concerned Alex was “just another hooker” or something to that effect, when she was MOST CERTAINLY NOT. She was a 95 lb, 31 year-old hairdresser who vanished while walking home one day.
I’m surprised if they were out to get him, why they didn’t arrest him with the prostitute, for soliciting sex, but I fail to see the outrage.
Killing a woman is a big deal, they probably thought he was just going to have sex with her - they should have arrested him, but I don’t think you can really call it negligence - they had no way to know that she would be killed.
Man commits murder. Police suspect man of murder, but do not have enough evidence to get a conviction. Undercover police decide to follow the murderer in order to gain enough evidence. Police see murderer talking with a hooker. Murderer goes into the bushes with hooker. Police see nothing unusual in this, and decide to wait until he finishes. At this stage they have no reason to believe there is any greater crime being committed than prostitution. Murderer proceeds to beat hooker, and is seen by a passing eyewitness. Eyewitness calls 911, and uniformed police then arrest the murderer.
What exactly is the cause for outrage?
I see several people claiming the undercover police should have swooped as soon as he left with the hooker. Why would they do that? As soon as they did that, they would let him know he was being followed by undercover police. That would mean no murder conviction and the waste of all the money they had spent on surveillance to that date. Prostitution really isn’t a serious crime. Why the fuck would any of you think it was worth blowing x weeks of surveillance to arrest someone for that crime?
And why would the police *not *allow the murderer to leave with the whore? As far as I can tell, he didn’t have any history of violence against hookers. Why would they assume that he was planning a violent act, rather than the obvious of simply paying a hooker for sex??
Peremensoe, even if the police *did *have enough evidence to proceed with a murder charge at the time of the later assault, that does not mean that they had enough to ensure a conviction. What are you implying, that they had an iron bound case already, and just felt like wasting tens of thousands of taxpayers dollars following this creep because they enjoyed it? Quite obviously they didn’t feel they had enough evidence to obtain a conviction, unless you are invoking some bizarre conspiracy theory. Of course he was charged with the initial murder after his arrest for the assault. There is no point in *not *charging him at that stage. Or do you think perhaps they should not charge him, let him serve 15 years for the assault, and then start collecting evidence again when he gets parole in 10 years time?

I’m largely in agreement with Blake, though I would say there’s not enough information to say whether the police were derelict.
We don’t know what the police who were following the guy knew about his history. They may have known only that he was a murder suspect, and nothing about ambush attacks against isolated women.
We don’t know how long he was out of sight. We don’t even know whether the police had the legal right to follow him where he went – perhaps it was private property – perhaps they followed him as far as they could, and were trying to circle around or something.
There are more things we don’t know about this than we do, and to be outraged at the behavior of the police is way premature, IMO.

It was not coincidental that he went out of sight with a hooker - one would assume he would not want to complete the transaction in the public street. Nor is is a coincidence that the police stayed close - they had him under fucking surveillance. They aren’t going to break off the watch and go home just because he was getting a blow job from a brain damaged hooker.
If you are implying that the police wanted him to kill the hooker, then that is pretty much as bizarre as Blake says.

Because no cop has issues about women, or gets off on violence, or would seek revenge against a prostitute for denying him a freebie, or any of the other 500 things that go on every day thanks to the deficient individuals that fill police forces. To even ask whether this might have been the case is “bizarre.”
If the timeline is correct (alleged murder in May of 2008 and assault in July of 2009), what were the police hoping to find by tailing this guy for over a year? What evidence were they working on that continued surveillance would bolster? I guess what I mean is, how long do police generally continue surveillance until they decide to either go forward with charges or drop the case? I don’t mean to ask this to criticize the police- I honestly have no idea how these things work. So perhaps 14 months isn’t any time at all?
