And it’s totally ridiculous to say it belongs “solely to the Democrats” went the Republicans couldn’t even get 50 votes on their own without Democratic help. Further, Chuck Schumer offered Trump to pay for the wall in exchange for the DACA deal supported by both parties, and he rejected it.

Incidentally, I have to qualify that if no deal is made by February that then the military can be without a pay check, but I can not see the Republicans to be that foolish, but then IIUC there was an attempt by the Democrats to fund the military with a measure that was shut down by the Republicans just because they need to keep their bargaining CHIPs.
