Actually, Kennedy has spasmodic dysphonia, a neurological disorder that makes the vocal cords contract or expand irregularly; it gives people with SD a strangled, hoarse sound that does indeed sound as if they’re nervous and/or about to cry. Sometimes it’s misdiagnosed as a “nervous condition” or other psychological problem, but it’s physiological (although there can be emotional ramifications too).
There’s no cure, but botox injections in the throat can relax the muscles and temporarily relieve the symptoms.
BTW, another radio personality with SD is Diane Rehm, from NPR.
