I get the impression that without statehood and more investment in infrastructure than Congress seems willing to allocate, they’re essentially screwed no matter what, so why not piss off The Man just for the hell of it?

As for Barry? He’s a GREAT politician who specializes in getting HIS vote out in the city. He know how DC runs left, right, up and down.
And you know who the DC mayor was 15 years ago, JC? Barry is a master of mobilizing his constituency, but to what end? He doesn’t deliver on services or efficient government, but as long as a politician can claim to be supported by Gee-zus and has a tearful conversion story to wow the gullible, he’ll win. Dubya uses the same formula to get the credulous to vote for him, so Barry’s just using a winning tactic.
While the city as a whole is better off than it was 15 years ago, that hasn’t trickled down to Ward 8 which elected Marion Barry to the city council. Ward 8 is still the poorest part of the city, and almost none of the growth in DC has benfited them.

Barry was elected to the City Council seat in Ward 8, the voters of the city did not elect him, only the citizens of that ward had any hand in the decision. I was a resident of DC when Barry was reelected, not all that long after being filmed smoking crack with a whore. I was astonished, flabbergasted, baffled and dismayed. The guy slapped on a kente, did a little “Black Power” shuckin’&jivin’, and a resounding majority of DC voters bought it. I asked myself “How on Earth could this happen? Collective insanity?”
I failed to appreciate until later how much DC residents of color hate those they feel are responsible for their disenfranchisement. It is (or was, and maybe is again) a deep, seething, overmastering hatred that turned Marion Barry into a walking middle finger, essentially. Barry, of course, proceeded to make an even bigger mess of the place than it was already, but it must be conceeded that there is little that anyone can do to remedy the places institutionalized dysfunctionality. Barry could only make a very bad situation a little worse, and most D.C. residents care very little for the esteem of outsiders. If their elected “leader” serves as little more than an affront to “The Man”, that is enough.

Look, I’m not gonna go to the mat for Barry, but if the incumbents wanted to stay in power they should at least give the appearence of listening to their constituents. Williams was going to raise taxes for…hmm…let’s see…was it our rotten public school system? No, that wasn’t it. Reopening our lost public hospital? no that’s not it either. Oh, right, He was raising taxes to pay for a Goddamm BASEBALL STADIUM!!! There ain’t enough rolleyes in the world.
Again, yes I think ward 8 residents are crazy if they think Berry’s going to help them. But I understand their frustration.
Oh, I certainly understand that. But I’m not saying he’s a good man or good for DC. Just that he’s a master of working Washington for his own interests. That bit so many years ago about holding parties on election day and then showing up with vans to DRIVE people to the polling stations was brilliant.
DC General’s closing really hurt Allen, especially because she didn’t do anything about it.
