I’ve seen a couple of “Deaf Child Area” road signs, and I wonder: How many deaf children have to be in a particular area in order for them to put up a sign? One? More than one?

Isn’t one enough?
Most of the ones I’ve seen look like they were erected by private citizens, although I doubt there is any city or town council in the country stingy enough (or politically dense enough) to deny a request for an official sign.
AFAIK, it only takes one. At least, such was the case on South 11th Street in Springfield, IL in the late 70’s and early 80’s. A very nice family with big hearts took to adopting kids with disabilities, and when they adopted a deaf child they had their sign within weeks.
Doesn’t anyone remember this from before? Someone also saw the deaf child road signs.
You can put one up yourself. No biggie.
