By no means. When America faced the terrible threat of elite Cuban bulldozer commandos in Grenada (Operation Urgent Fury), no such nicety was observed. However, when Iraq invaded a helpless and militarily weak smaller nation, that’s quite a different thing. Very different.
I check out the message headers, and found that the spam was generated at mail.smartechcorp.net. Then I checked smartechcorp at www.spamhaus.org, a leading database of well known spammers, and lo and behold, look what pops up:
gop8.rnc.org (Republican National Committee)
If you check out that google groups link, you will see a number of other postings of RNC spam. So it’s not just my opinion, the RNC is a well known persistent spammer.
