I would guess a map, about 18+ markers per country* (Germany, England, France, Russia, Italy, Austria, Turkey), instructions and a lid. I’m probably far off on this. But I bet Jonathan Chance would know.
*Not sure how many fleets and how many armies.

Game Board
Conference Map Pads (never used in my experience)
70 Armys
70 Fleets
Ownership Markers for SCs
So that’s 10 each of Armies and Fleets for each country.

It would also depend on what vintage the set is. The old Games Research and Parker Brothers sets only came with 7 armies and 7 fleets per country. (I think the rationale was that by the time you needed more, someone would have been eliminated, and you could use theirs as well.) And no ownership markers for SCs.
Back in my day, we didn’t have any fancy fleet or army markers. We used coins. . AND WE LIKED IT!. None of those fancy coins, no sirree, we were too poor, and had to use one sided coins. If we ran out, we would punch my brother in the mouth and use his teeth.
And support centers? Boy, you kids don’t know how lucky you are. We played without support centers. AND WE LIKED IT!

I do believe I’ve glommed onto the genuine article here. This game was manufactured by Games Research, Inc. and is copyrighted 1961. In an odd pro-Germanic bias, there are sixteen fleet pieces in black. All the other (eight each) Army and Fleet pieces are accounted for in their trays and the whole game seems to be in nearly mint condition. Two corners of the boxtop and bottom are blown out and it appears that one of the conference maps may be missing (there are only six and the mfr. specifies spares in packets of seven). The strategy summary page and main instruction book are both present.
At four clams plus change, I’ll rate this as a great thrift shop find!
