I want to buy an inexpensive TV, 40-50 in, to use as a computer monitor. It appears that above about 27 inches TVs are usually cheaper than monitors.
Is there any pattern to if/when Walmart will have a TV on sale?

If you’re willing to wait about a month, Black Friday sales will be everywhere. You can scope out the one you want ahead of time and get the best price of the year.
I have been told that, in addition to Black Friday, right after the Super Bowl is a good time to shop for a big screen TV. People will buy them for the game, then return them. The storesl mark down the returned ones. I don’t know whether this is actually true, though.
I’m not sure about that. Either way, there are a lot of sales on par with Black Friday *before *the Super Bowl, as people stock up for the big game.
I bought my TV right before the Super Bowl (not Wal Mart but Best Buy) because I’d heard that that was a good time for TVs. IIRC I definitely got a good deal.
Find out when your local WM electronics dept is changing modulars. They want to get rid of last year’s product to make room for new stuff.
Also, Cyber Monday - Newegg and Amazon and probably even Walmart and wherever if you just buy online. I got a great deal from Newegg on a 37" monitor a bunch of years ago.
If you’re interested in a cheap TV consider checking out local pawn shops. You’ll always see TV’s in them and usually at decent prices. It’s a good option if you’re not looking for a specific model.
On the other hand, waiting for Riot Friday sounds like a good way to buy a broken TV.
OP, why are you limiting yourself to Walmart?
If I were interested in what you are I would follow one of the deal sites like Slickdeals.net. Probably you can get it online with free shipping for the same amount as Walmart would have.
You’d probably get a great price at WM on Black Friday, but the crowds would be terrible.
My advice on this is to find a small town WalMart. The city and suburban WalMarts draw the crowds but the small town ones have the same sales.
The WalMart I go to ALWAYS has some type of TV on sale. I’ll be going there later this week and can let you know what types/sizes.
A good number of the best TV deals on slickdeals come from walmart - but rarely in store - most are refurbished on Walmart.com but they ship free site->store. Of course the way Walmart stores run the site->store it is like they are actually actively trying to shoot themselves vs Amazon (shoving it in the back of the store, with no staff, and leaving your paid for merchandise out on the floor if it is big), but anything for the deal. And at least returns are no problem.
TVs make for crappy computer monitors - except a few that have features that make them suitable. I run mine with two 32" TV monitors that cost $200 or so each, bought at Walmart. This is the model: Robot or human? - I see it is not available at Walmart currently (or not at all?)
It has to be 1080p. And so far I found that only Sceptre has the “pixel for pixel” mode that does perfect 1920x1080 displays on VGA input. I think the bigger Sceptre 1080p models also have this mode.
Also be wary of cursor lag. I use my Samsung TV as a second screen, but the cursor lag is just enough to make me misclick or overshoot targets. One could get used to this lag, but it is annoying. I imagine the lag would be worse on a “cheap” TV.
I was at a WalMart today and they were having a big sale on their display models TV’s.
