I thought it was definitely creepy - although “unsettling” is probably a better word for it. The sounds seemed designed to give me a headache, so that added to the effect.
A little creepy looking at first but I was laughing by the end of it.

People these days often love to brag about how easily they’re creeped out or scared. Anything that not “normal” is thus deemed creepy, and people love showing off how frightened or disturbed they are about trifles.

I find the idea of a person with that face, making that noise, pretty creepy. This actual video, not so much, but I can imagine something using that particular imagery in a much more effective manner.
