Found it, you have to go to your region (originally, the West Pacific).
There is a link asking if you’re tired of your region. Click on it, write Sea of Cecil, click on the link that says “Move Arguedas to Sea of Cecil”.

For anybody who joined the Sea of Cecil and still tinkers with your nation, the Lone Wolf United raiders have departed and I (The Democratic States of JDs Half Acre) ended up as the UN Delegate for the region with a measley 2 endorsements.
In an attempt to preserve the legacy of Cecil, I have changed the World Factbook Entry to that effect (it’s very simple right now). If people care of enough to keep the Sea of Cecil pure, I suggest you endorse other dopers that have listed their nations here (and are UN Delegates) so as to prevent future raids.
If not… oh well. Such is life. It’s only a game.

I moved my kinder, gentler nation, the Queendom of TarMiriel, on over to the Sea. I’ll get a little more involved this weekend, I’ve been swamped the past few weeks.
The Borderlands of the Distributed Hive have established a colony on the Sea of Cecil. We favour order, good government, and rigid heirarchical relationships between all lifeforms.
I’ve succumbed and created a new state. The Sultanate of Callistemon (“In Allah we trust. All others pay cash.”) is newly moved to the Sea of Cecil.
