Doctor Who: I'm drawing a blank

There was a character in the Fourth Doctor series – I think – who had a very distinctive laugh. Little, brown, ugly guy. I believe the actor was Indian, and I think he was disabled.

I should know the character’s name at least. I did know it. But my mind is going. There’s no doubting it.

Yeah, I think he means Sil, who was famous for his laugh - but he was a Sixth Doctor villain. He was played by a Jordanian-British actor Nabil Shaban - Wikipedia
