Does Jay Garner have an official title?

News reports I’ve seen describe Jay Garner’s role in Iraq, but he doesn’t seem to have an official title in that capacity:

[From an AFP report.] General Jay Garner held talks with Iraq’s two main Kurdish leaders, receiving a warm reception in the northern autonomous region a day after he arrived in Baghdad as the US civilian administrator.

[From a Reuters report.] Retired U.S. Gen. Jay Garner, charged with rebuilding post-war Iraq, surveyed the heavily bombed capital…Garner, chief of the interim U.S. administration running Iraq, flew into the crippled Iraqi capital on Monday

[From an AP report.] Taking up his duties as Iraq’s postwar civil administrator, retired U.S. Lt. Gen. Jay Garner toured a Baghdad hospital Monday

So, does Gen. Garner have an official title in his job as the interim administrator of Iraq? Or is this an area that’s so diplomatically tricky the U.S. has decided it’s better not to give him a title but just a job description?

Historically and geographically, I suppose “Satrap” would be appropriate, but I hardly think the U.S. would award that title to one of its officials…
