Dogbert, easily. Rat is nasty, but Dogbert is pretty much omnipotent. Rat is able to con Pig into almost anything, but can’t really get to Goat. Dogbert can convince pretty much anyone to do anything.

FFS, he’s already been ruler of the planet like, what, six times now? And he’s made shiploads of money by basically doing nothing at least as many times.
Dogbert is so smart that sometimes, to get people to do what he wants, he acts like he wants them to do something else just because he knows how contrary they can be, so what they end up doing is what he wanted in the first place.
Plus he’s got that mind-control fur thing. And didn’t he figure out how to fly by wagging his tail real hard?
Sure, Dogbert’s ruled the world a few times, but Rat has a direct line to the creator of his world. You never see Dogbert smacking Scott Adams around for making bad puns, do you?

Dogbert relies on his smooth-talking ways to get what he wants. Rat is pretty immune to smooth talkers. Also, the only people we really see Dogbert trip up are Dilbert and PHB. Not exactly heavyweights, here.

I think this Pearls before swine strip is an interesting pendant to this thread.

ETA: There was a storyline where Rat goes to beat up Scott Adams because he thinks Ratbert is a rip-off of him (he doesn’t find out until after he’s caused a huge amount of havoc that Ratbert came first). I don’t remember exactly what happened- I’m going to have to look it up.
