Speculation on CNN is that while normal practice is to arrest upon an indictment, in this case, a summons will likely be issued.
Indictment is sealed; government side asked for that.
How can there not be any names on an indictment? What did they indict, a ham sandwich?

What fun would that be? If they did that, they’d give away the game, and no one could wring their hands and wonder if they actually only indicted Rudy Giuliani.

Many of these are the same charges the other Jan 6 rioters were charged with (and almost always convicted of).
I speculated about this before. I think Smith will keep his first indictment lean and for Trump alone. Time enough to go after the full conspiracy later. But Smith wants to rack up one conviction before the election.
