Skipping Trump/Joker, here are the villains row by row:
Riddler - Mr. Freeze - Two Face - Poison Ivy
Harley Quinn - Penguin - King Tut - Egghead
The Ventriloquist - Catwoman (maybe the Eartha Kitt version)
Catwoman again (maybe the Julie Newmar version) - Mad Hatter
Ra’s Al Ghul - False Face - Clayface - Scarecrow
Bane - No idea, this doesn’t match any Batman villain I’m familiar with or can find
I tell you, it’s times like this that makes me bitterly regret the demise of “Mock the Week” on British TV. I can imagine what some of those comics would have added to the discussion.
And just FYI, this wasn’t based on the race of the people in the mugshots, it was based on the necklace each one wore on the show. Eartha Kitt’s necklace was worn taught and stretched out, so that the chain would go over her shoulders. The one that Julie Newmar wore just dangled loosely on her neck.
The last one reminds me of one of the comedic minions of a TV Batman villain.
Me too, I was thinking of the Penguin’s henchmen in particular, but it doesn’t match anything I could find.
If anything, it brings to mind Ma Beagle (leader of the Beagle Boys from old Scrooge McDuck comics).
They’re definitely dressed in an old-timey “prisoner” outfit with the black and white horizontal stripes. I guess that’s supposed to be “generic henchman”?
There’s a shiny brooch-looking thing, and a number. I couldn’t find anything on the number. The brooch brought to mind Marsha, Queen of Diamonds, but it still doesn’t look like any portrayal of her I could find. (Marsha is usually just dressed in whatever was supposed to represent high fashion in the 60s. Also, fun fact, Marsha in the old '60s show was played by Carolyn Jones of Morticia fame.)

Someone pointed out that his tweex includes the line “NEVER SURRENDER!” underneath a mugshot that was taken because he surrendered.
Yeah, but his MAGA base won’t even notice the contradiction.
They’ll just like that he’s half-quoting Galaxy Quest.
So he claimed in an interview with Greg Kelly of Newsmax that he “never heard the words ‘mug shot.’” Sounds like bullshit to me.
He has used those words. There is video or audio of it I’m sure.
Trump said something. That alone is evidence of the statement being bullshit.

These people who goof around on the internet with their memes and their photoshops, they are awesome people.
They just feel so much more believable than actors playing the roles. Giuliani, for me, is the quintessential Penguin, although all of them fit perfectly really.

Giuliani as Penguin is good, but he would have made a better Two-Face. One side of his face the young good-looking prosecutor that took on the Mafia, the other side the monster he has become.
