I’m second to none in my disdain for George W. But, from what I’m reading in that Democratic Underground thread, this particular issue is IMHO much ado about nothing. It appears very likely that, best case, Bush was entitled to wear the medal at the time the picture was taken or, worst case, he or a superior were confused about some obscure regs that had confused many people. There’s a remote possibility that he was purposely trying to pad his uniform but if so a unit citation which doesn’t say anything about personal achievement seems to be a lame way to do it.

Did he actually wear it, or is it just that the E-3 Personnelman who typed up the DD214 made a mistake? Since the Bronze Star is accompanied by the “V”, he/she could have been assumed that the Silver Star was also. A non-issue, in anyone’s opinion.

As I recall from my time in the Air Force, you personally don’t earn an outstanding unit award, you’re entitled to wear it while assigned to an organization that’s won it. While I was with the 19th TASS I could wear an outstanding unit award with two oak leaf clusters, meaning they won it three times, but, I could not wear it after I left the unit.
