Electronic instrument?

I know from many years of experience that this is the place to ask if you have a question nobody seems to know the answer to, so here I am with another one: I opened this YouTube post (HOMENAJE A LEONARDO FRANCO " LEONI " LOS IRACUNDOS - YouTube) because I had been a fan of the guy. What caught my attention was the instrument I had heard on a National Geographic documentary on Niagara Falls many years ago, an instrument which nobody seemed to be able to identify, and now I hear it again on this clip. It is in the piece of music heard between 1:37m and 2:25m, and it sounds like somebody is whistling. Maybe an improved version of a Theremin? A synthesized sound from a keyboard?

Yes, synthesizer, I would think. You can reproduce most any sound that way.

Sure sounds like a synthesizer to me. That’s not even a difficult sound to get on an old fashioned analog synth.
