My first thought is a kazoo, but it’s just as likely to be synthesized (or a sampled kazoo) if the recording was made in the last 25 years.

Yeah, it’s hard to figure out what sound is being talked about exactly, but if it’s the one I hear, it’s definitely a synthesized sound of some sort. Then again, they all sound synthesized, but that one particularly so.
From :12 to :19 I hear a trombone, then a synthesizer and then a bass clarinet.
