En Vogue's "Free Your Mind" video: who is on the black-and-white portrait?

In the video for “Free Your Mind,” they repeatedly show a large black-and-white photo or painting on a wall of a man shouting. It can first be seen at about five seconds into the video. Does anyone know if this is picture is a well-known person?

As a side note, I read 1984 in school a year or two after the video came out. For some reason, I always picture Big Brother as the man in the portrait from the video, even though Big Brother’s description in the book does not match the portrait at all.
