I think he’s saying the POTUS, being George W Bush, would need to have things explained to him like a twelve year old. Hopefully this guy is fairly new so he is acting out of ignorance here. Otherwise he/she should know we aren’t supposed to start political debates like that in general questions. Or at least that’s how I understand the rules of the forum.

This forum is called General Questions. This is the place for factual questions. Factual means matters of fact, not opinion.
