Fact Question re: election - Manny forgive me.

One thing I haven’t uncovered in my reading/listening about the election is whether Bush or his team have issued an explanation why manual recounts are favored in Texas but shouldn’t be used in Florida.
I’m not trying to start a Great Debate or a yelling match, if only so Manny won’t kill me. I just want the answer or a link to a news report with the answer. If I find the answer interesting, I’ll talk about it in GD, and y’all can join me there.

Manny I convey to you what limited rights OPers have to request the closure of this thread in advance, to use at your discretion if a debate starts here. As per current court rulings, of course, you may not use that discretion arbitrarily

I don’t have a reference, but the only argument I heard was that in Texas, there are almost no punched paper ballots. The theory is that hand counting is error-prone (chads falling off, issues of pregnant chads, etc.) when done with punch ballots, but just fine with certain other types of ballots (which are common in Texas). Thus, the argument is that hand counting is fine for Texas (and presumably many counties in Florida), but not in Palm Beach, et. al., where punch ballots were used.

I’d be interested to hear a more solid reason.
