final election tallies - when available?

My question is two fold - fairly straight forward really -

The CNN, FoxNewsand Google election results still show 290/228 EC with Michigan/NH outstanding and a roughly 600k delta with Clinton winning the popular vote.

Which swings the popular to Trump as well as the EC to 306/228.

Now at first glance, it appears they are counting in Michigan - which accounts for the 306, but I cannot figure out where they are getting the other numbers for the votes themselves.

My questions -

a) Where is the second site getting the info from? (pulled out of * is perfectly acceptable, the rest of the site implies as such) -

Ok - they updated that page - they got the numbers from “twitter” posts - so they pulled it out of their ass.

(I guess I’ll consider that one answered now - but if anyone has a additional info how they come up with it, that would be great)

b) Without using media sources - when/where do we get the real final tallies of the popular vote?
