They were all kids who had been abducted, abused and assumed murdered. It was the bad guy’s souvenir album. Anyone with kids who realized what it was would likely react the same.

McGarrett should be crying in shame:
He only solved this case because he was in the right place at the right time.
He only knew about the kids because an Armenian gangster gave him the keys.
The only reason that happened is because McGarrett murdered the man’s child.
Seven child abductions in one city would be national news night after night until the perp was caught. Hawaii’s special task force is so involved in this case that they’ve never even mentioned it until now and they solve it by accident. In my personal canon, Steve is crying because he just realized what a terrible cop he is.
You don’t have to have kids to have that reaction.
