I don’t know that it is about women feeling threatened. In the other thread, it seemed like some women were in situations where the incident might cause them to feel threatened, but not others; yet, none of the women’s responses were positive or even neutral, IIRC.
For example, the ones where they say a guy just showed his junk, the women usually say “gross” or something similar without expressing any sense of feeling threatened unless the guy made threatening looks, gestures, or actions.

That would be weird enough that I’d start looking around for the cops or the guy with the camera. It reeks of either a Candid Camera style show/prank, or some sort of sting. I have a vague recollection of a recent incident where an undercover female cop exposed herself to a man, said ‘show me yours’, and when he did they arrested him.
I lived in Miles City, Montana in the late '80’s. Miles City had the last operating brothel in Montana (a kind term to describe a couple of trailers behind a strip joint).
The “girls” would come downtown and hang out at the Roughrider bar. One night a girl was in the bar lifting her shirt to expose her breasts and find customers to come out and visit her. After about the 10th time my buddy Leif turned to her and said, “Woman, put your shirt down. You’re embarresing yourself and making me forget what good titties look like.”
Never had it happen, but yeah, if she’s hot, I won’t mind.
Aside from some differences in the way men and women are wired for sexual arousal, there’s the rape factor as well. There aren’t too many unarmed women who could force themselves on me, but the average woman can’t say the same about men.

I think it mostly depends on the setting. The women who seemed threated were alone in places - like on a subway car with no one else there. They were in danger. Out in a public place with lots of people around, there’s a lot less chance of being raped or attacked by the perv. Downgrade from frightening to gross.
My husband sees boobage all the time on his weekend job (armoured car driver). Atfirst, it was a novelty, (he would call and tell me about it), but then it happened so often that he became indifferent. There must be something about being in a small room with a guy in uniform who also happens to be holding a huge amount of money.

Well, I’m assuming the OP is talking about strangers, right? I mean if it was my former boss or something like that it would be a nasty can of worms on sooooo many levels including harrassment.
I’ve seen rather too many beautiful women naked, so I am not sure it would affect me much in any way, these days. Except perhaps confusion as to why it would happen at all.
Unless it was someone I knew as a friend. That’d be a little bit weird, I think.
Years ago I was on a train and a very attractive woman was standing in the foyer at the end of the carriage with her friends. A glass panel separated the area from the seats, all of which faced where she was standing. I am pretty sure that every guy in the carriage, like me, was furtively checking her out while pretending to read/talk/whatever.
The train pulled into a station and her friends got off. Just before the train pulled out she banged on the glass, pulled up her top to reveal that she was braless and pressed her breasts against the glass. All the while she was laughing, presumably at the looks on our faces. She then hopped off.
As the train pulled out, every guy in the carriage turned toward the station and she waved and blew us all a kiss as she trotted after her friends.
From the smiles and laughter in the carriage I am pretty sure no male was offended by the event.
I doubt I’d be terribly offended. I’d think she was a bit of a slag though.

Happens quite a bit at dance clubs. Sometimes I’m pretty thrilled, but usually I just kind of roll my eyes. (Yeah, I still ogle, but it’s an annoyed kind of ogle. Unless she’s hot/cute.)
It’s happened a couple of times outside of clubs, and it’s certainly more surprising then. Can’t say I’ve been offended or upset, but I’m usually too shocked to take in the scenery.
I’ve heard from many an OTR truck driver that it’s common for women to flash them on the interstate… nice way to break up the monotony.
I know what he means. I’ve seen SO many naked ladies, live sex shows etc over here that it does get a bit mundane after a while.

OK, but my question is why the women’s responses in non-threatening situations tend to be negative (e.g., “gross” or “perv”) whereas the men’s responses are generally positive (e.g., “gratified” or “thrilled”)?
In fact, a “neutral” response from one of the men in this thread is returned with a joke accusation of being gay. (I’m not complaining about the joke, just analyzing). None of the women who responded negatively is accused of being a lesbian, and none of the women said they would be flattered or thrilled to see a nice schlong.
Maybe this should be its own thread. I don’t want to hijack.
