I say, ban them all and let God (or the IPU) sort them out!!
This is not a democracy. You are not judges granting defendants due process. You are dictators. Dictate, damnit!! What percentage of newbies who start out badly turn out to be good long-term posters? 5%? 10%? Collateral damage!!

Actually, I always liked the proposed rule that no one be allowed to post until they have 50 posts, so we can tell if they’re a festering pox on the world or not.
