She’s just grasping at anything to rationalize her life. She mentioned it with Ned as well. In her conversation with Tyrion, she showed that she’s aware that she’s rationalizing.
She’s not a Targarayan, but she is incestuous. And the belief is that incest creates “mad” offspring, such as Joffery, not that “madness” runs in the Targarayan family in particular.
