I wouldn’t read too much into what could have simply been a result of bad editing. Sam may well have the dagger in a future scene and it just wasn’t shown.
They pretty clearly implied that Joffery likes to play the sadistic little torturer with many of his slaves/whores. He has at least had the opportunity to torture and mutilate at least 3 women within the story, likely many others off camera. He might be a virgin still, but its probably more likely that he was getting his rocks off in his twisted little way when he was torturing the chicks.

That was Season 2 episode 4. Tyrion sent him whores after that and he’s clearly stepped up his confidence and aggressiveness since then. Don’t think he’s still a virgin, virgins don’t threaten rape and impregnation in general.

That line of reasoning is full of fallacies. Maybe he hasn’t yet developed an interest in sex? Maybe he’s not confident of himself? Maybe he’s so into in torturing and killing women that he hasn’t bothered to try to have sex yet?
