And although they don’t sound very stable, their family history suggests that removing the kids for the foster/adoption route might not be the best route in the long run.

I wish I had a cite handy, but I’m fairly certain that when long lost family are reunited, they often feel a strong attraction including sexual attraction, since the Westermarck effect wasn’t given an opportunity to take place. That coupled with seeing someone so similar to you, as if you share a close bond (well do you), it’s not surprising these things happen. I remember seeing or reading an interview with a woman who had sexual relations with her long lost son after being reunited.
It’s almost like a tragic love story. Almost. Maybe not.

There was a case in Spain several years ago… a couple who’d met, gotten married against his mother’s wishes… and only in her deathbed, when they already had three kids, had the mother said that she was the mother of both of them!

Since Spanish law doesn’t explicitly forbid marrying your half-sibling, the marriage itself was legal. But they were the first ones to be a bit yuckied out by the whole thing - and wishing Mom had either grown balls sooner or shut up forever.
