To summarize it - Despite some criticism (and the difficulty of working out any appropriate memorial), there are plans to build two new Holocaust memorials in Berlin - one remembering homosexuals, the other for Roma & Sinti.

Have you considered going to a search engine and entering “Translation Free German English”? You should get many sites that will allow you to paste the German text then click translate. It will print out the text in English. Hope this helps.

I know that there are issues regarding the inscription on the Roma and Sinti memorial - I assumed this article is to do with that.

I just typed the first sentence of the article into babelfish and it gave a reasonable result.
But then:

Two Things
#1 Kal is not cheating on his homework. Unfortunately, the mass killings of Rom and homosexuals is often overlooked. After the Holocaust, my people got a homeland. The Rom got bupkes. Last year, the government of Slovakia began a program of forced sterilization of Rom women. This memorial is important news.
#2 My experience with Babelfish, Google translator, and such has been that they translate indivual words rather than sentences as a whole. I can use them to translate Spanish and get text that I can riddle out. If I want to get all the nuances and the connotations of the words chosen, I ask one of my Spanish-speaking friends for a translation. Considering that reports of the same event can give the same facts, but show opposite biases by the use of a handful of words, I understand the desire for as complete and accurate a translation as possible.
If one of our Deutsch-shpreching Dopers does translate the article, I’d like to read it as well.

Another two monuments for Berlin
In spite of all memorial debacles up to now [this refers to controversy on design, inscriptions, scale, siting etc. of previous monuments and specifically on singling out groups of victims] the federal government, together with the federal state of Berlin, is planning two further memorials for groups of victims of Nazism. These last days the federal parliament’s committee for cultural affairs approved a motion of the coalition factions [i.e. Social Democrat and Green parliamentary groups] suggesting the construction of a “monument for the persecuted homosexuals”. This motion is soon to be voted on by the parliament. It is understood that the Berlin state government has already offered a parcel of land close to the Memorial for the Murdered Jews of Europe. Nearby, south of the Reichstag [the parliament’s seat], the Social Democrats and Greens want to site the Monument for the Persecuted and Murdered Sinti and Roma, the construction of which had been planned for a long time. The federal cabinet secretary for culture, Ms. Weiss, wants to have the design of the Israeli artist Dani Karavan revised, though. This design provides for a fountain of black marble, of diameter 30 m [98 ft], in a corner between Reichstag and Brandenburg gate, on the rim of which a quotation from former federal president Roman Herzog is to be inscribed in three languages. On this inscription memorizing the five hundred thousand victims further discussion has proved necessary. Dani Karavan further planned to have a retractable stele in the mid of the fountain on which a fresh red rose was to be placed daily. It is not clear whether this ritual or the maintenance cost caused Weiss to recommend to the artist to revise his design - it is said, on suspicion of kitschiness. The [parliamentary] opposition, though, is critical of the construction of further monuments. For one, they fear that singling out two groups of victims may discriminate against other people persecuted by the Nazi regime. Also they would prefer upgrading already existing “authentic place of remembrance” in Berlin.
To be fair to the Slovakian government, the forced and coerced sterilizations do not appear to be down to them. Rather, individual doctors and nurses seem to have taken it upon themselves to carry on the actions performed under the Communist government of Czechoslovakia.
That said, the Council of Europe and the Helsinki Commission have been very critical of the Slovakian government’s handling of the investigation into the sterilizations* and statements made by officials after the government released a report of its findings. **
- If memory serves, the investigation involved going to one hospital and checking that consent forms had been signed. Seeing as some complaints mentioned that nurses had put pens in the hands of women in labour and ‘helped’ them sign forms without telling them what the forms were, I don’t really think that would help much.
** Officials claimed that the report found that no illegal sterilizations had been carried out. The Helsinki Commision, in particular, found these statements puzzling because they had actually read the report and found it said that they had.

As has been pointed out, Babelfish tends to translate individual words with next to no insight into structure and colloquial phrases. In many cases, it just comes up with, well, babble.
The Proz site, on the other hand, has hundreds of professional and semi-professional translaters and linguists just hanging around, hoping for paid jobs to show up, and, in the meantime, willing to tanslate short passages–in almost any language pair–just to show their their expertise. Years ago, I acquired a strange brass vessel. I think it’s a large inverted goblet. Some other people think it’s a vase. In any event, it’s inscribed with two bands of what are clearly writing. The general consensus is that it’s Urdu.
A quick search of proz turned up plenty of folks who can translate it into English. Now I just have to hook up my scanner (at which point I’ll start a thread asking for translations of the Chinese flask and envelope my folks gave me. Several Dopers agreed it was likely medicine. But I hunger for details.).
